Resizing Avatar

Hi all,
Have been trying to resize a photo for my Avatar but can only get it down to 34.9kb not the -----

Current image:
Maximum dimensions; width: 130 pixels, height: 130 pixels, file size: 14.65 KiB.

I have custom decreased it to 100x65 but can't get it to go any smaller and the image is blurring.
What do I do to get it small enough to use for the Avatar???
