Is it true the Irish invented the original bagpipes? They apparently were trying to invent a person powered vacuum cleaner with all the attachments built in .... but it wasn't really a success so they throw their proto types out at the tip .... now it is said there was a Scottish gent working at the reuse and recycle facility they had way back then, the Scottish are well known for their ability to adapt what others see no value in ......

You are partly right.
The Irish DID invent the bagpipes.
They then gave them to the Scots as a joke.
It’s just that the Scots haven’t seen the joke yet.
