You can do one (or more) photos online but be aware it'll cost you data if you're on a 3G dongle!!
You can download the little program & install it on your computer. You can use it without going on the internet then.
For this forum may I suggest ......
Quality set to "small size".
Max width to "850" or so.
Experiment with the settings & please post back here with your comments.

I downloaded this one Boss, but there is no icon on the desktop to connect from... have to go to 'programmes' to find it, then can't seem to get it to do anything.

Any suggestions?

Chuck I haven't tried it as the downloaded version but I will test it out.
To get a desktop icon you can go to where you found it in your programs list & RIGHT click on that & select "send to" & then "desktop as shortcut".
When you say it didn't work, did you change the settings to "small" & max width to "850" ?
I'll get back to you once I test it.

I'll make another post so it shows up as a new post.
Chuck that program isn't designed to work as a stand alone program at all.
The program is available on the RIGHT mouse click.
If you RIGHT click on a big photo & select "optimize image as...", & then change the setting as I suggested before & then click 'Optimize', it should create a new smaller picture in the same folder that the original was in. (same name but with the word 'optimized' included as well.)

Bottle Bend, Vic. 034 (Small).jpg
But I can't get it working locally.

When I right click on the required photo I do not get the option to 'optimize' !

It's almost as if the download is not there at all!

Edit: Just checked the 'Programmes' area & the download wasn't there so elected to download it again.... but electing to 'save' the download... I can't find it!

I think I'm going nuts...

Sounds like a faulty install then or something.
I'd uninstall it & redownload & install a new copy. It's only a very small download.
I wonder if you have some program set to block any alterations to your computer... Probably not.

EDIT: search your computer for 'Setup.ImageOptimizer.msi' .... It'll be where ever you saved the previous item!

OK. will try another download.

* The search found it & re-activated it.

However, there is still no 'Optimize' when I right click on the JPEG file/photo I wish to reduce... Image

Kay the beauty of that little program is that you don't need to save or save as.
It just creates a NEW file in that same folder.
eg. if you rt click on a file called kangaroo.jpg & select 'optimize image as ..', set it to 'small' & max width of 850 & then click Optimise you should now see an EXTRA file in the folder called kangaroo-Optimized.jpg.
That new file will be reduced in pixels & compressed ready for uploading to the forum or emailing etc

Sounds like you're not installing the program at all?
Chuck if you still have Team Viewer installed ..........
