A lot of it is to do with mixing high caffeine drinks with spirits, like bourbon and V or Red Bull, the result is a wide awake drunk that wants to fight everybody and his reflexes and balance skills are still fast enough to do it. They rarely pick on someone who could fight back or take the King hit approach to winning a one punch fight and becoming a hero in their own eyes.
The only tool a bar person has is their perception of the state of intoxication the patron has in choosing whether to stop drink service and then they have 15 mins to leave the premises. The affect of the caffeine hides the drunk appearance so they end up with an absolute skinful, then they are out on the street at closing time and want to fight everyone because they can't get another drink. If they continue to allow the use of caffeine based mixer drinks to be served over the bar they need to introduce breath analysis before another drink can be obtained or to stay within the licenced premises.
Then there are the drug mixes that make the user feel immortal and oblivious to pain, there is no stopping them short of a bullet between the eyes, they are even taser resistant
