That should never have changed, freight trains should have been made more time efficient to compete with capital to capital over night including loading and unloading and from there major state centres could have also been supplied from the one main train, each section of the train coupled in dependant on the length of travel required, first off last on sort of thing and each locomotive assisting the whole train until it uncouples and branches off with its load to the regional base. Trucks cart from there, big warehouses have their own rail feed and cart their own rail cars from the central regional area.
Unfortunately political pressure meant rail would take a back seat to road, we could have had a very different and very competitive transport infrastructure if things had been weighted the other way.

A woman walks into a Kalgoorlie accountant's office and tells him that she needs to file her taxes.
