A little story by me from down SA way.
While all you poor folks up in Qld, NSW & a bit into Vic are being drenched in water us poor folks in our Marina have just been hit with a $1.7 million bill to cover the amount of evaporation off of the surface of the water within it.
We have to buy permanent water rights that cover us 'for ever'.

Bruce, who is charging you for evaporation? I would be more than a little curious to find out how they measure it on a flowing body of water. Sounds like a bulls..t trumped up fee to me.

Shirley the marina has 155 berths & all of them are in a community corporation setup. Just like strata title.
All berths are privately owned now since the developers have sold them.
Some owners just own the berth and lease it out to people to moor their boats in. (Like Brian does)
Others own & use it to put their own boats in. (Like me)
Brian pays a weekly fee but I think he pays his quarterly.
The owners pay a quarterly fee to the Corp manager for maintenance, insurance etc.
David the Federal Gov through the body set up called the Murray Darling River management something or other passed a new law/requirement that any new man made body of water open to the River System must firstly BUY the water to initially fill the 'body' and then BUY the water to cover yearly evaporation off of that body of water.
Unfortunately that rule was gazetted a few months before the marina was 'opened'.
Where the problem arose is that there are 2 types of ways to buy the water.
One is temporary allocation.... for one year.
Second is permanent purchase......... supposedly for eternity.
When the Council took over control of the water body they never checked to see if it included a PERMANENT water right...........
Yep, so now we have to buy the water rights & give it to the council. They get to keep the asset that we pay for.
In 2014 the water would have cost $2300 a megalitre. (we need to buy 187m/lt)
It is now just about $9,000 a m/lt.

The world has gone nuts.
If you're paying for the evaporation, doesn't that mean you own the water that has evaporated?

You can see how ironic it is that we have all that water supposedly coming down the river & yet we have to buy $1.7m for water we never see & we don't make any profit off of unlike rice & cotton etc. They mostly get their water for free because it's classed as "flood" water. (no charge)

Or better still. Paint it red and float it down to Bruce as a gift. Then he doesn't need to pay for that bit.
