OK, enough wild guesses!!
.... he was just about to pull the trigger when he reckoned he might have another ciggy.... (forgetting he already smoked the last one!). He opened the packet of Players (Navy Cut of course) and that's when he read the info inside the packet.
It's the tobacco that counts!
