I think the requirements are simple to imply that there are none of those facilities at that site and PLEASE don't expect them.
As you know, each of those sites in Kingston DO have toilets anyway.
It's just councils way of trying to weed out the back packers etc and to satisfy those crying out for free camping areas suitable for those that DO have everything onboard.
Shuts up those who keep saying "why should I pay for what I don't need?"
