But you know from personal experience they have quotas.

Had one in Melb who sat on a main road in his beat-up old Corolla with the camera on the front bumper.
Locals (mostly) knew the car, but he still raked in the $$$$ from the young bucks & visitors.
One bloke was so bl**dy mad after (I believe) his 3rd ticket for the day, that he reversed his 110 Land Rover into the Corolla & bu&&ered the camera.
Didn't do him much good. The camera had an
extreme close-up of his number plate... the data survived the impact.
(Hard drive was inside the car.) 
$1500 fine.
