If it had been a gun or a knife then yes, that would be an act of violence or threat of violence if the victim did not submit willingly. But think for a minute about the weapon used in this joke, where the hell would he get a taser from in the first place, second, did he leave the electrical probes in and join in the dance or did he carefully remove them.... there are so many bits not accounted for like how he got her undressed while she was writhing around on the ground, did she loose bowel and/or bladder control as a result of the shock..... that is why it is seen as a joke, too many real life factors left out. The knife or the gun would have the victim submit under fear, drugged at a pub or party would have the victim unable to resist, that would not be funny or seen as a joke as the real life factors would all be possible and probable.

Now, the question needs to be asked, if you consider the use of a taser a violent act, where was your voice protesting about the police being armed with them to use when ever they thought they could get away with it.
