I'll try nuclear fall out or shock wave testing or possible human guinea pig testing on a site in SA
That narrows it down a bit if the first part is correct as there were only 3 test site areas for the total 12 tests and 2 of them are in SA

I will go with the 'army' line of thought. Are they part of the fortifications for the Brisbane line? The maybe mythical line stretching west from near Brisbane that the govt of the day was allegedly prepared to concede to the invasion of northern Australia. Thanks to an outstanding effort by the troops, it did not eventuate.

It has taken Telstra 21 days to work out my modem was stuffed [in spite of me telling them what was wrong] they insisted to do every test known to man [well a Philipno man] not once but three times with different people. Even though It worked on other wifi modems. finally a Townsville man agreed and sold me a new one.
It did not arrive so they sent me a SMS and told me they don't have that model any more.
So back to the overseas technician [?] who kept me on the phone for one hour during which time she read out all the conditions [must have been 4 pages] in the end I asked if she understood it all, she said yes, and I replyed I didn't so it was a waste of my time. Anyway it arrived at lunchtime I passed the carrier as I went for lunch, then got a phone call from the office here that he would not leave it as he needed to see my driving licence to make sure it was me. But he came back later and I now have it. [and 150 emails to read].

You received great service only 21 days It took me 9 weeks to get mine replaced Telstra overseas staff were hopeless I would spend at least an hour a day sometimes 2-3 hours. . One of their overseas operators I became so familiar with one he was saying prays for wife and myself as she was in hospital for 7 of those 9 weeks. Most of them are well intentioned however very difficult to understand. What a frustrating time.
