Vaccinations and Boarding Kennels

We had to fly from Maroochydore to Melbourne for a Funeral.
Lady, our Jack RusselX was desexed in January this year when in Tassie and the honest Vet advised that she did not need a vaccination as since 2009, the Professional Guidelines indicated that to avoid unnecessary deaths from over vaccination, Vaccinations should only be done once per three years. Choice have an article here http://www.choice.com.au/reviews-and-te ... ation.aspx and that the Australian Pesticides and Veterinary Medicines Authority (who control what gardeners can put on tomatoes or what chemicals can be used in a swimming pool) are trying to get medicine labeling to show three year vaccinations.
Having accepted the advise we are now confronted with a Boarding Kennel that says NO Boarding, Annual vaccination required. There was some qualification (e.g. outside School Hols might be ok)
Are you aware the advice from Authorities has changed? (I guess Vets are in no hurry to change their source of income)
Will you continue to vaccinate every Year, or change to every 3 years?
How do we educate the effected Boarding Kennels to the changes, or should they still require yearly vaccinations?
