One dry solar cell

I checked the roof this morning after the fog cleared to see if the solar panels needed cleaning.
This is one panel, with moisture all over except for one cell. Why would one cell be dry and all others wet?

I would say that the one dry cell is finally "toilet trained"

Possible short if you have a multi meter check voltage or a clamp meter check amps coming out of it.
