Not sure if this helps, but
* it's a pirate cow
* has obligatory nose and ear piercing
* has patch on left eye
* has a parrot as companion
* has a sword adorned
* missing a hoof (obviously suffered while engaged in pilfering)
With this info it's easy to see it could be anywhere in Oz.
did dawg miss anything other than it's sitting down on whatever job it is spying on?
