Was the photographer laying down on purpose or fallen down?

The only clock tower I know of is in Dubbo and I know that this is not it.

I think that there is a little Italy in Melbourne too - no?

The reason it is laying down is that OH&S will not allow bricklayers to climb over 2.4 metres
