240v certificate?

Post by pelbo »

Just a query - Do all RV and caravan manufacturers have to certify all 240v wiring/circuits etc in their manufactured vehicles?

If so, what ADR rules apply and is this for all States?

If so, on request, do they have to supply an owner with a copy of the certificate?

If they cannot supply or refuse to supply the certificate, who should an owner complain to?

Also what penalties apply, if any?

Hi Pelbo
[1]YES
Vic requires one for registration purposes .
But ALL vans etc should have a compliance certificate either attached or supplied
[2] It is not part of the ADRs , it is part of the state s electrical regulations & Standards, that apply in ALL states
Any appliance, device etc connected to any voltage over 50V A.C. must have approval
[3] You should not have to request it
IT SHOULD BE SUPPLIED
[4]Your states electrical safety office or regulator

[5]that will be up to the regulator& will depend on factors such as :who did the wiring ,is it fully in accord with the Standards, was the installation fully tested
Heavy penalties can apply varying from state to state

I would be very wary of any makers who did not issue one willingly

Thanks Pete.

I assumed as much. The caravan manufacturer (who makes his own 'off-road' chassis with a 20 year warranty) also refuses to send me a copy of the chassis ADR compliance certificate after my chassis failed, after just 5,000k on good bitumen roads. He claims "Intellectual property" on the ADR certificate! LOL! Which in proper English probably means, like the electrical certificate, it does not exist either.

I'll probably tack his warranty certificate to the dunny door to make better use of it.

I'd be reporting him to Fair Trading, let them do the job which will probably wind up in court. Courts are pretty sympathetic to this sort of crap from shoddy suppliers these days.

I wish that was correct. My experience with Fair Trading in QLD including the Electicity mob was that they all duck-shoved the issue around...

The electricity inspector told me that they could not do anything about my wiring problem as it was an in house job (whatever that meant) and consumer affairs told me I should not have taken the vehicle from the premises..... I then took action privately and the business closed down and he disappeared.

I forget his name but he is a huge fat pig of a man who has trouble standing and can't bend over. When I first returned the vehicle because the batteries were not charging his goons would not let me in the workshop.

He built a 3KVA generator into an enclosure and the exhaust fumes came into the cab, it got so hot that I could not switch it off. In hindsight I should have left it running whilst I was parked in his workshop. It would have exploded. I did not realise that the petrol tank overflow had been left inside the compartment and the heat would have caused it to expand etc etc...

I was so excited at picking my new (2nd hand) vehicle up that I dismissed a lot of stuff, besides why would I leave it with someone who had become angry and aggressive at my questions and was so untrustworthy....

This bloke was on the Gold Coast and that was 5 years ago.

Not sure about this one. Seems legislation only covers work that will be connected to grid e.g. wiring that will be powered by stand alone systems (Generators or Solar RAPS) is not subject to normal rules. That was definitely the situation in Vic some time ago and I'm pretty sure it is currently the that way in Qld. The devil is in the detail of what the legislation covers. Came across the hiccup some time ago when in a team designing and building some equipment for Defence. We were not going to hire any electricians just to do some wire pulling. Engineering standards for wiring and testing were written into the contracts to cover the delivered product. A manufacturer may argue that the RV is not intended to be connected to grid and Rafferty's Rules apply.

Gas installations are different because the legislation refers to any installation connected to a gas source.

Have you put your question to the RVMAA?

I had to put it all behind me after the failed court case (I could not find him) and move on with my life......
