Each state has a "weights & measures" department to check scales and metering equipment.
Having been involved in the fuel retailing business I can assure you the majority of owners know how to tweak their fuel pumps.
I did. They swore it was correct. I also complained about incorrect fuel prices displayed vs pump price
That was a WOFT as well
These days I keep some lube handy so it doesnt hurt as much

Don't ever report it to the business in question.
Go straight to the relevent dept. They do 'raids' to catch them out without giving them time to 'fix' under measure.
I had it done to me quite a few times.
Unfortunately there were 2 Golden Fleece fuel outlets in town & it was the other one creating his own super fund.

Too right Chuckie. The amount of fuel remaining is more relevant to the terrain than the kilometres.

dawg (who gets much better economy leaving the mountains than entering them) lol

Would the "useable" amount vary from driver to driver? I think not. How far you can go on the "useable" amount will vary for a lot of reasons. :)

BTW there's no argument about the risks of going too low. One would think, though, that if the risks were dire that there would be a "big red light" just as there is for water and oil overheating or low level.

Maybe not from driver to driver but local typography might , I would think travelling in hilly/mountainous country would make it far more of a problem

I had a vehicle once, and only once in the case of that particular vehicle, that had to be reversed into the downward sloping drive once the fuel gauge went below one quarter because it would not start in the morning from lack of fuel. A petrol engine btw.
