Without know anything about Norm's equipment and acknowledging " he can not do anything on the comp.. ", I'll venture this offering: is he able to stop the computer booting up and initiate a "Restore" to previous setting? Some computers save a safe working set up for for such a time as this.

dawg

EDIT: just rebooted mine and my key is F11. Sometimes they come and go so fast it's hard to see, so if you hit the "pause" button it just may freeze the screen so that you can determine the correct "F" key for your application.

Experience is a wonderful thing. It helps you recognise a mistake when repeated.

Access violations mostly relate to memory failure.
Tell him to pop out the memory stick/s & get some of G's magical electrical spray, rub a smidge between his fingers and polish up the gold contacts on the memory.
Put the memory in & out about 3 times to clean up the contact surface & then leave it/them in & try it again.
Hopefully that will fix it. If not it MAY be a failing HD.

A lot of people use it for spraying finite electronic components. It's good for spraying wet sparkplugs & distributers etc.
Even a minute amount of aerostart between the fingers will help. (before it evaporates!)
If he can't find spray the contacts can be cleaned with a pencil with the rubber in top of it. (use the rubber but DON'T allow the metal to contact it)

Google reports that error as being associated with the Telstra/Bigpond wireless modem/dongle.
Still should boot up if that's the case I think.
