Could have but the ones young enough to train couldn't swim!!

The laws might be the same in all states, but engineers interpret them in many wondrously different ways!
End result: we might as well not have bothered with all those expensive conferences to align the laws in the six colonies. :roll:

When I had some work done on our Winnebago Explorer, the engineer I went to for certification insisted it was a converted bus! I changed engineers.
