What would happen if you passed your hose over or under their vehicle and started pumping.
Making sure not to spill tooo much of course.
That might give then and idea what a dump point is for PERHAPS

In WA last year we came across a caravanner who pulled up at the town's only dump point & public water tap, just as we rolled in behind him.
He & wife exited car & started heading off. I caught up & asked if he was going to dump a cassette.
"No, we're going shopping."
So I asked if he could move up, as I wanted to dump & fill our fresh tank. His response: "Just carry the cassette."
I explained we had a black tank which needed a hose to empty it, and it wouldn't reach with him parked in front.
"Never heard of such a thing as a 'black tank'," was his response, "besides, I can't pull forward because a ute has just pulled in front of me. [He was 20ft away!] I'll have to back up."
I offered to put his steering on full lock for him to avoid the ute, but he declined, and walked off to do his shopping.
I was tempted to parallel park alongside him, so he'd HAVE to reverse out, but SWMBO vetoed the idea. We just rolled up as close as possible to his van, and went off shopping as well. Came across him in the supermarket, and smiled, but got no response.
Unfortunately, by the time we returned, the 'inconsiderate' ute driver had departed, so he just drove straight out.
Has to be the rudest traveller we came across in nearly 3 years on the wallaby.

Wow Ray, you handled that like the gentleman you are, I'd have taken alllllll my will to stop boiling.
We got abused by a bloke parked right in front of the one at St Kilda SA when we parked right up to wait for him to come back from the loo!!! Imagine the frustration of poor disabled folk who have to put up with similar "wankers"
Better to just readjust as you did Ray, we've got all day, hay? That's payback enough!?
