Soak/boil them in water and washing powered, that will remove both brake fluid and oil/grease. Brake clean is good for removing oil and grease but doesn't get the brake fluid that is soaked into the linings.

First thing is to find out for sure exactly what fluid it is on the linings.
Initially you thought it was brake fluid (before you dismantled things), now you reckon it's gear oil from the diff leaking through the seal.
Fire up the garden hose & see if it comes clean. If it does it's brake fluid. If it doesn't shift anything it's oil.
I had one on the benz saturated with brake fluid that I washed the linings a half a doz times in petrol and then left out in the sun for a couple of days to 'dry out'. The bit of fluid left in it will soon cook out down the first big hill. Main thing is to fix the leak.
If it's diff oil I'd be tempted to reline the shoes. Are they riveted on or bonded?
Is there much wear on the seal running face? Even a bit of wear will probably work OK with new a seal. Only one seal on the inside?
Bearings all OK? Collapsing bearing will load one side of the seal. Wash & repack? Should have brought up my bearing packer!

I would be looking very carefully at the brgs, the axle stub shows signs of the outer brg spinning on the stub, indicated by the polish shiny bit. Fit a stemco seal, it has it's own inner seal face as part of the whole seal assembly so wear on the axle stub is not an issue. Use Hylomar on the axle stub to seal between stub and Stemco, it remains soft so you can get the hub and seal back off later. Check the diff oil and recheck after 100kms or so, those are flooded hubs so they need the diff oil to keep the brgs lubricated after the grease melts. Just use ordinary grease rather than wheel brg grease, stops it all turning into a soapy mush that tends to stop the oil returning up the axle tub resulting in excess oil in the hub and that becomes all too much for the seal. Make sure the diff breather is clear, take it out and wash it in kero/petrol, blow it out with the air hose and then blow through it to make sure there is no pressure build up, the hub seals and pinion seal are the only pressure relief point if that breather is blocked.

No Bruce its brake fluid , ordered the parts today to be mailed home to me , saves me a 200K round trip to pick them up .
Now If I can organise the "parcel" from Jon to be on the same Cobb and Co coach the world will be good again .
