We have a whole lake with similar signs around the perimeter just north of Newcastle, Lake Lidell. the problem was caused by the adjoining power station maintaining the water temperature at a high level which promoted the growth of bacteria.

The height of the river now compared to when we were there is quite amazing. It actually ran just below the edge of the embankment and you can see on the other side the cut away bank, those trees were actually in the water.
As I posted before, they had held the down river race only a mth or so before we were there, so it must depend on the water flow as to when the water safe or unsafe for skin contact .... don't think I'd eat the fish though
