Find the point in the suction hose that is level to the tank water when it splutters.

There will be a hole.

When the water in the tank is higher, it floods the crack/hole so no air is sucked.

Norman does the water suction hose go into the bottom of the tank or down thru the top into the tank?

Comes out the bottom Bruce. Just pulled the pipe and tank is emtying have to wait for concrete to dry now

Now you have it off, connect the garden hose to that hose & you should find your leak.

Had both pipes off ,to pump and breather. tank open to atmosphere, stuck the hose into tank and flushed.Put the pipes back on and walla every thing is hunky dory with 10lts in so filled it up and sweet as! Must have been a bit if crap half pied blocking the outlet. Well thats my story....
