So What is going on ?? -Faulty charger ??

A good start may be to disconnect the charger and the negative lead from the battery, leave for 24 hours then check the battery voltage.

As George says is the first step, then connect a 60w globe to the battery, a halogen downlight globe works fine, after 15 min measure the voltage, then again after 30 mins, each time with the bulb still connected. After 30 mins only 10 Ah will have been drawn from the battery, 12.6v or higher battery is fine, 12.4v battery has lost 20% of it's useable capacity so only 30% useable remains, 12.2v and 40% has been lost, they are just about had it, below 12.2v and they are worth a few $$ at the scrap yard but that's about it.

If they are sus you can disconnect the joining cable to find out which one has 'dropped a cell'. Disconnect, leave for a few hours & check ea voltage.
