The free public Dump Point at Bordertown (not far from SA/VIC Border) is in the car park of the beautiful Recreation Lake.
Good access for large vehicles to turn around but it might be more difficult on weekends etc when there could be other vehicles parked in the car park.

BruceQ can you remember the height of the highway overpass? Pretty sure a legal height semi can fit under it.

There is no height marking on the bridge, no low clearance warning and no sign of hits/scrapes on the bridge, so I guess it is about 5 Metres - but have no way to be sure.
