Dapope gets it!

Yes, it is one of several fibreglass cows scattered about the Cape Leuwin Lighthouse grounds.
That is where the Indian Ocean and Southern Ocean meet.

The chap behind the Info Desk said the dotted line marking the boundary had become wet because of rough seas, and they had to lay it down the middle of the road to dry...
