Change one thing this morning the cable connecting the two half can get 9 volt now so what now have written on the backing plate were the red and black

OK Wayne, I think we need to start at the beginning, so I need you to take all the links off again and take a photo looking down from the centre. That way I can draw where each link should go. I have no idea which is positive and which is negative on each cell when the connectors are still on there.
Best not to keep trying different combinations, do you remember what happened here at the workshop when you put a link in the wrong place
EDIT:
I see you have posted since I started writing this post (had a customer call in the middle of it) If you now have the 13.2v all good I guess.
