That is maybe not the best example, the percentage that have gone through hotel quarantine and not caught Covid 19 while they were there is still quite good .....
The act of copying something another govt did that failed miserably and expecting the outcome to be different best suits the description and the basic operating model of many tiers of govt ... like putting trams or light rail through a very busy section of a city and totally destroying the businesses that get disputed .... where bus lanes through the same corridor would take make much less disruption, get completed much faster and get the buses away from the other vehicle traffic so everything flowed smoothly ....
