Every newsroom would typically have at least two subeditors working between the jounalists and the editor.
I have worked in newsrooms where I was the only sub for six journos, and where I was one of eight subs vetting the work of 30+ journos.
No matter the size of the staff, there is always only one editor. He's the manager equivalent, reporting to the CEO of the organisation.
The sub's job is to make sure the journo's writing (a) makes sense to a new reader (if it's an ongoing situation), (b) explains the situation clearly and (c) does not contain errors of grammar or spelling.
The fact-checking is the editor's job, along with making sure all the legal niceties are observed ("alleged offender" etc) and the organisation is not laying itself open to legal action.
The subs and editors might know their competitors in a small market, but socialising with the 'enemy' is usually frowned upon… unless both media are owned by the one organisation, a common thing in country towns where the TV and radio stations are one company.
In this case, sometimes they share the one newsroom & staff.
