This is not a modification of the gas side of the appliance, it is a modification of the 240vac side and no safety items are deleted, just a truly dumb positioning of an on/off switch.
Dave, be very careful replacing the 240vac element with an extra low voltage element . A 12v element won't last long on anything higher than 12v, for a 12v system you are better off to use a 24v element.
A while ago, there were plenty of them available on evilbay, but that seems to have dried up now unfortunately, they were great for balance loads when performing lithium battery servicing for both adding load as the battery voltage dropped to maintain the 0.5C load, and again when charging to 4v per cell to rein in the runaway cells as the max voltage was reached.
Found these on evilbay eBay item number:256673802287 300w 12v but the bridging links can be moved around to create different element combinations to suit a higher voltage. It is only 300w though, so a slow heater compared to the 1500w the 240vac element offers .... I'll be happy to power it via the inverter when the conditions are favourable ....
